Since June 1, 2002 Ned Shillington has been a investment manager,
managing a privately owned investment fund On June 1, 2000 Ned
Shillington became Vice-President of Points West Consulting Inc. He was
responsible for the Alberta region. He left that position on May 31,
2002 Prior to June 1, 2000 he was Managing Director of Management
Consulting Services for Saskatchewan at PricewaterhouseCoopers a
position he had held since on July 13, 1999. Prior to July 1999 Ned
Shillington had spent 24 years as a Member of the Saskatchewan
Legislature and 11 years as a member of the Saskatchewan Cabinet. A
reputation as an energetic, seasoned legislator laid the foundation for

March 1999
Led a highly aclaimed workshop in Hanoi, Vietnam on legislative and
regulatory procedure on behalf of the Government of Canada. Instilled
in Vietmaese an acute appreciation of the techniques that have boosted
the effectiveness of the Saskatchewan Legislature.

1999-2000
Took over an attractive but moribund project, a Techmap for
InnovationPlace, Saskatoon’s high-tech park. Attractive because it
provided a graphic illustration of the benefits of locating in such a
park. Moribund because no one had defined the project and no one was
prepared to pay the cost of preparing it. Facilitated an agreement
among our partners whereby we agreed on a scope for the project that
was manageable while still producing a product that was spectacularly
more compelling than anything produced before it. Negotiated an
agreement to share the cost among our partners, City of
Saskatoon, Province of Saskatchewan, Government of Canada,
Saskatoon Regional Economic Development Authority, University of
Saskatchewan and University of Regina. These partners now have a
marketing tool that is far more powerful than anything their
competitors have produced.

Fostered change in atmosphere of Legislature from bitter acrimony to
mutual civility. Boosted public prestige of the Legislature.
Moulded the Legislature into a vastly more effective institution to
increase public understanding and acceptance of their government.

Developed highly successful procedures for processing legislative and
regulatory instruments. Inherited a chaotic, time consuming process
which left participants confused as to the contents of instruments and
frustrated by the process. Developed a procedure that moved the
instruments from the draftsman's desk to the statute books using a
process that was renown for its simplicity, thoroughness, and efficient
use of participant's time.The process ensured timely public
consultation and a thorough review of the pertinent issues by Cabinet
and Caucus. The result has been a virtual elimination of errors in the
preparation of these instruments.

Established a process that ensured the responsibility of Cabinet for
preparation of budgets and accountability of departments for their
spending. Process maximized the autonomy of the departments in
meetingtheir objectives. Replaced a long string of deficits with five

Led Crown Corporations from financial crisis to fiscal stability.
Definedthe appropriate level of debt for Crown Corporations. Directed
them inattaining it. Produced better service. Reduced Crown
Corporation debt by $718 million dollars. Saved Saskatchewan people

year in interest costs.

Oversaw development of a trade policy that defines Saskatchewan's place
in global economy and the government's role in promoting trade.
Stimulated trade with Asia and Latin America. Expanded a buoyant
economy.

Technology.

Organized a government wide upgrading of computer systems. Established
cost efficient and standardized computer systems. Facilitated promotion
of province's information technology industry.

1993-5
Advanced improvement in labour-management relations in Saskatchewanby
promoting co-operation instead of confrontation. Province was been
virtually strike free during this period. Enhanced provincial
competitiveness.
Minister in Charge of Worker' Compensation
Board.
1993-4
Presided over reform of Workers' Compensation Board. Guided sweeping
amendments to Workers' Compensation Act and Occupational Health and
SafetyAct through the Legislature. Dramatically improved industrial
safety. Eliminated chronic complaints of inadequate coverage. Achieved
broadest coverage in Canada with the lowest premium.

Negotiated an end to financially irresponsible teachers' pension
plan. Saved taxpayers tens of millions of dollars. Avoided the
disruption of a strike.
