Howard Shillington was born in 1911 on his father's farm at Delisle, Saskatchewan. The eldest of seven children, he completed his education at Delisle and Saskatoon and thereafter entered the banking field. This, he later gave up to go into business for himself. With the outbreak of World War II, he joined the Royal Canadian Airforce and served for the next five years. during which tine he was awarded a "Mention in Despatches' After the war he became associated with the doctors of Saskatchewan in the establishment and operation of a physician sponsored health-care plan. (Medical Services Inc), In 1953 he was transferred to Toronto to establish a national co-ordinating body for these provincial plans. For the next 16 years, he served as the National Director of this body until the establishment of the government national plan. He served thereafter for 4 years with the Province of Ontario in the development of it's plan. During these years he was the author of The Road to Medicare in Canada as well as numerous short papers and was a recognized authority in this field.
Retiring in 1974,he served four years in local municipal politics. During his business career he was a longtime member of the American Society of Association Executives as well as the Canadian Institute of Association Executives which he served as President in 1967 and,of which, he is an honorary life member.
In 1935, he married Eveline Foster, of Rosetown, Sask. and they raised four children. Howard and Eveline are now retired and living at Keswick Ont, by the shores of Lake Simcoe.
